The Ministry of Road Transport and Highways (MoRTH) has notified new safety guidelines for children under the age of 4 years to wear a crash helmet when riding a two-wheeler.
Along with this, MoRTH has also made it compulsory to wear a safety harness on a two-wheeler that will attach the child to the rider. The speed limit for these two-wheelers would be restricted to 30-40 kmph in an effort to improve the safety of the child.
MoRTH has made mandatory a safety harness and crash helmet for children below 4 years being carried on a two-wheeler with a restricted speed limit of 40 kmph.

This new rule will come into effect from 15 February, 2023. Also, the MoRTH had issued a draft notification for the same.
These new guidelines will attract a fine of ₹ 1,000 including a three-month suspension of driver's license.
